Firstly I have to thank you for your kind response to my email, I do send out this email to you as an unknown person for your kind considerations and confidentiality.

Please Note in the first place that this proposal is purely on a legal basis and we can surely work as a partner, please let me explain in details the reason for writing you.

I am the Dean of faculty of business administration. what I am proposing to you, I do it in good faith for the sake of the poor in my country.
There are so many reasons why I contacted you in this form which I will make you understand. But at this moment I will
seek for absolute confidentiality from you even if you are not willing to assist in this proposal for any reasons.

Please pay urgent attention to what I have to explain to you in details,having in mind that you might have a prior knowledge of what is happening in Africa. Not to take much of your time, I will start by informing you that for some years now, me and other dignitaries in Uganda have been carrying out a lot of projects from Europe to Africa for the assistance of the less privilege people as we were nominated by the Christian organization of Uganda. We organize several fund raising program in Europe with various Christian churches for the building of Christian schools, hospitals and social amenities in Uganda.

We visit so many Churches and other Christian ministries in Europe to arrange for a fund raising program as I stated above and it is not an easy task having in mind the traveling schedules, risks and health pressure we face in some countries like Russia, Ukraine e.t.c.

On the long run huge amounts were realized for this projects but due to our country policy we were not allowed to carry out the project personally
as it has to be approved and commissioned by the Government through the central bank of Uganda. But to our surprise most of the fund realized and deposited for this project through the central bank of Uganda was always giving a wrong figure by the Government officials who embezzle this fund for their personal use and therefore hindering our efforts and goals in all this years of hard work. We work for this project and some official
always sit somewhere and steal this money. We cannot voice out our pains as this official are connected with the Government and if we do we will
loss our jobs and all our hard work for the past 15 years will be=2 0a waste, hence I decided to take this measure that I am going to propose to
you.

This is the measure me and other committee members decided to do to ensure that fund raised is not embezzled by our Government officials any more and that the fund will be properly used for the project it is meant for.

There has been for a while now a big fund raising program organized by the Uganda Christian association with the Dutch and German Anglican and Catholic community for the building of Christian schools and hospitals in rural areas of Uganda. A huge amount was realized since the past six months of this fund raising program, this amount is in an escrow account in Holland waiting to be remitted to Uganda as usual, I am in charge of this account and as I said earlier if this fund is remitted to Uganda the same fate will meet with it as the other ones by the same corrupt Government officials.

Now the plan is to remit a small part of the fund to Uganda to starts the project through the Uganda central bank, being that the amount remitted is small the official cannot embezzle it or if they do, they cannot embezzle so much and we shall remit the rest of the amount to you in an account that you will be opening in Holland. From this account we shall be sending fund to the project committee in Uganda directly to meet up with what the Uganda central bank disbursed to them so that the project will be successful this ti me.

I am doing this base on my hard work all this years and to ensure that there is a success in one of our projects for the life of the poor people
of Uganda since this project began before I will retire.

Putting all this details into considerations, you will see that I am not in anyway doing any wrong thing but to fulfil the wish of some poor citizens in Uganda, neither do I have any bad intention in any way, I am doing this because of the system of Government in my country which is totally
corrupt, If I don’t carry out this project in this way, we can never realize any successful amenity since this project started and that will mean failure on my side which is not my fault and all fingers will be pointed at me that I could not help my country during my tenure in Office.

Please note again that whatever information I am passing to you is very confidential and should not be exposed for security reasons. I am risking
my life career, my job in doing this and hope you will not jeopardize it by exposing me. If you do not wish to accept my proposal , just destroy
this email and its content and keep the details confidential.

For your assistance in this proposal, me and other committee members have decided to offer 15% of the total fund to you. The total amount in
question is summed up to the amount of 22.5 Million Euro but 18.5 Million Euro will be20deposited in the account you will be opening in Holland with your name as I will explain to you later and the rest will be remitted to the Uganda central bank to start the project work .
